Most rural and desert areas in the developing world, particularly in Iraq, remain outside the state's focus in terms of providing the energy sources necessary to meet the requirements of agriculture and other needs at all levels. This situation has persisted since the fall of the former regime in 2003, especially concerning traditional energy sources like diesel fuel, which is relied upon for irrigation processes. These supplies are irregular and are frequently interrupted by the company responsible for distributing oil products due to the insufficiency of domestically produced diesel from oil refineries. This insufficiency stems from various reasons, including the steady increase in diesel-dependent vehicles, the supply of fuel to private electrical generators resulting from inadequate public electricity provision to residential areas, among other factors. Consequently, farmers in rural and desert areas face significant difficulties in obtaining diesel for their irrigation operations. As a result, farmers in these desert and rural areas incur high costs in securing energy sources, including diesel. It is important to note that these areas are the primary lifeline for supplying local markets with various agricultural produce and are a fundamental and crucial element for the sustainable development of desert and rural regions. Their development is key to achieving stability and economic growth through job creation, improved living standards, enhanced agricultural productivity, and meeting household needs such as lighting, water heating, and space heating. Given the importance of desert and rural areas with agricultural production as the backbone of society and a fundamental pillar for achieving sustainable development—a goal pursued by all countries, including Iraq—recent studies have begun to focus their attention towards them.
