The joint thinking of the north-south also contributed to finding a strategy that contributes to Reducing the phenomenon and discussing solutions to reduce it. Perhaps the most important of these initiatives is the Five + Five Agreement (5 + 5), the Barcelona Agreement of 1995, the European Neighborhood Policy, the Euro-Mediterranean Parliamentary Forum, the Union for the Mediterranean.
