الملخص

تعتمد الدولة في تنفيذ السياسة الاجتماعية على العديد من المؤسسات الرسمية بهدف الوصول إلى رفاهية جميع الأفراد في شتى المجالات، غير أن بعض الفئات الاجتماعية تحتاج إلى رعاية خاصة نظرا لخصوصية وضعها الاقتصادي أو الصحي أو الاجتماعي، لذلك تم استحداث مجموعة من الآليات للتكفل بالفئات الأكثر هشاشة في المُجتمع، ومن بينها وكالة التنمية الاجتماعية وهي إحدى مؤسسات العمل الاجتماعي التي تقدم خدمات متعددة للفئات الاجتماعية المحرومة، بغرض التخفيف من معاناتها والوصول إلى تحقيق مستوى معيشي يضمن لهم حياة كريمة تساعد في اندماجهم وتحقيق التماسك الاجتماعي المنشود. وتهدف هذه الدراسة إلى التعرف على الدور التضامني لوكالة التنمية الاجتماعية من خلال البرامج التي تمتلكها، إضافة إلى تحديد احتياجات الأسر المستهدفة من طرف برنامج الخلايا الجوارية للتضامن. الكلمات المفتاحية: العمل الاجتماعي ؛ مؤسسات العمل الاجتماعي ؛ وكالة التنمية الاجتماعية ؛ الخلايا الجوارية للتضامن . Abstract: In implementing the state’s social policy, government agencies in Algeria rely on many official institutions in order to reach the welfare of all individuals in various fields, but some social groups need special care, given the specificity of their economic, health or social status, so several arrangements and mechanisms were established to take care of the most vulnerable groups in society, including social work institutions represented in elderly care centers, first-aid childhood centers, pedagogical medical centers for the mentally disabled, schools for deaf children, schools for the young blind....etc, where each institution provides specific services for each one of these categories. The Social Development Agency is one of the social work institutions that provides various services to several social groups in order to alleviate their suffering and achieve a standard of living that guarantees them a decent life that helps in their integration and achieves the desired social cohesion. This study aims to identify the solidarity role of the Social Development Agency through programs and devices directed to take care of these groups, in addition to identifying the characteristics and needs of families targeted by the Neighborhood Cells Solidarity Program.
