The concept of cloud computing, as a paradigm whereby computing resources are delivered as services and users can access them via the Internet (the cloud) without needing to possess the knowledge, expertise, or even control over the underlying infrastructure, has become one of the most prevalent digital services in the digital economy. A recent study by the specialized global firm IDC confirmed that cloud computing has generated over one trillion dollars in additional revenue for enterprises over the past two years. The scope of cloud services has since extended to the government sector, leading to the emergence of another new concept: G-cloud or Government Cloud. This concept aims to transition government entities—ministries and public institutions—toward the cloud computing model, which safeguards all their data on virtual clouds, reduces the cost of building and maintaining massive data centers, and increases the productivity of government employees by enabling them to use tailored solutions to accomplish their work anytime, anywhere. Furthermore, it provides an environment that allows for the consolidation of IT assets and saves costs. However, despite the importance of these services, they face challenges such as high levels of government expenditure and concerns regarding the security framework of these services, particularly those related to privacy centered on the personal data of users of government sector services. This is especially critical given that the security of these services involves the integration and convergence of most domains of information security, network security, system security, and application security. In light of this, this paper attempts to address the central research question: How can government sector institutions integrate such services given the challenges hindering their implementation?
