This paper is purely conceptual, and is in line with the “Gender and Development” (GAD) approach which offers another perspective to analyze development problems while identifying Who (women / men) will directly benefit of the development action or project and What will be the effects induced by the development action or project (on women? on men?). It is actually about shedding light on Gender Sensitive Budgeting (GRB) and its impact on local development. This new approach provides a basis for the reorganization of public revenue and expenditure for a better revaluation of the potential of often overlooked female know-how. We endeavor to provide the reader with an initial conception of gender-sensitive budgeting, and to draw up a first panorama on this new theme which has not yet been deciphered in Algeria. Our focus will then go beyond the financial dimensions of GRB
