فعالية منظمة العفو الدولية في الرقابة علي تطبيق القانون الدولي الإنساني

الملخص

ملخص: تعتبر منظمة العفو الدولية من المنظمات الدولية غير الحكومية الحقوقية، وتقوم هذه المنظمة بالعديد من الأدوار في مجال حماية حقوق الإنسان بصفة عامة وكفالة تطبيق قواعد القانون الدولي الإنساني بصفة خاصة، فهي تقوم برصد الانتهاكات التي ترتكب في أي مكان في العالم وكذا تقص الحقائق حولها ونشر التقارير عنها وممارسة الضغط على الدول المعنية لوقفها، فهي تسعي لحماية الإنسان زمن السلم أو أوقات النزاعات المسلحة، و وسيلة الرقابة هنا تظهر من خلال مناقشة التقارير والحوار مع مندوبي الدول بشأن المعايير التي تتبعها نحو تطبيق أحكام اتفاقيات القانون الدولي الإنساني، وبحث الصعوبات التي تحول بين هذه الدول وبين التطبيق السليم لهذه الحقوق ومحاولة إيجاد حلول لتلك الصعوبات. تمكنت منظمة العفو الدولية من أن تصنع لنفسها اسما في مجال الدفاع و حماية الإنسان و يظهر ذلك من خلال قيامها بحملات و صياغة الاتفاقيات الدولية و إعداد التقارير الدولية و ترسيخ ثقافة حقوق الإنسان و الاستعانة بلجان تقصي الحقائق ؛ فقد ركزت هذه المنظمة على الاحترام الدائم للحقوق الإنسانية و تحقيق التعايش السلمي Abstract: Amnesty International isconsidered as one of the international humanrightsNGOs, and thisorganizationplaysmanyroles in the field of protectinghumanrights in general and ensuring the application of the rules of international humanitarianlaw in particular, it monitors violations committedanywhere in the world as well as investigatingfacts about it and publishing reports It seeks to exert pressure on the countries concerned to stop them, as itseeks to protecthumanbeings in times of peace or times of armedconflict. And discussing the difficultiesthatpreventthese countries fromproperlyapplyingtheserights and trying to find solutions to thosedifficulties. Amnesty International has been able to make a name for itself in the field of defense and human protection, as demonstrated by campaigning and drafting international agreements, preparing international reports, fostering a culture of humanrights and seeking the assistance of fact-findingcommittees thisorganizationfocused on the constant respect for humanrights and achievingpeaceful coexistence.
