This study examines the relationship between digital transformation and the reengineering of institutional structures through a qualitative analytical review of selected scholarly literature and documented international experiences. Rather than treating digital transformation as the mere digitization of services, the study conceptualizes it as an institutional change process involving business-process redesign, organizational structures, digital governance, human capabilities, organizational culture, and regulatory adaptation. The analysis synthesizes the literature around five interconnected dimensions: digital governance and leadership, process and structural redesign, technological and data infrastructure, human and organizational capabilities, and regulatory and institutional adaptation. International experiences are examined comparatively according to the mechanisms through which digital transformation affects in Process stitutional coordination, interoperability, financing, human-capacity development, and governance. The analysis indicates that digital technologies can create institutional value when they are accompanied by process redesign and organizational adaptation; technology acquisition alone does not constitute institutional
