علاقة المجالس المحلية المنتخبة في تطوير الاستثمار

ملخص: يتناول هذا الموضوع دراسة العلاقة بين المجالس المحلية المنتخبة وتطوير الاستثمار على المستوى المحلي، من خلال تحليل الإطار القانوني المنظم لاختصاصاتها في هذا المجال، وكذا إبراز مختلف الآليات التي تعتمدها في دعم وتشجيع النشاط الاستثماري. وتبرز أهمية هذه المجالس باعتبارها أداة أساسية لتجسيد اللامركزية الإدارية، حيث تساهم في تهيئة المناخ الملائم للاستثمار عبر توفير العقار الاقتصادي، وتحسين البنية التحتية، وتبسيط الإجراءات الإدارية.كما يناقش البحث أهم التحديات القانونية والعملية التي تعيق أداء المجالس المحلية لدورها الاستثماري، مثل البيروقراطية، وضعف الموارد، وعدم الاستقرار التشريعي، ويقترح جملة من الآليات الكفيلة بتعزيز مساهمتها في تحقيق التنمية المحلية المستدامة. Abstract: This article examines the relationship between elected local councils and the development of investment at the local level, by analyzing the legal framework governing their competencies in this field, as well as highlighting the mechanisms they adopt to support and promote investment activities.These councils play a key role as instruments of administrative decentralization, contributing to the creation of a favorable investment climate through the provision of economic land, improvement of infrastructure, and simplification of administrative procedures. The study also discusses the main legal and practical challenges that hinder the effectiveness of local councils, such as bureaucracy, limited resources, and legislative instability, and proposes several mechanisms to enhance their role in achieving sustainable local development.
