The success story of the Chinese strategy in Africa is based on three levers. The first lever is diplomatic: China has put forward its peaceful emergence, its development model, and its optimistic vision for the continent, supported by a speech of third-world solidarity to show its difference compared with ex-colonial powers. The second lever involves china’s economic capabilities, which include significant financial resources provided as aid and generous loans for African countries, as well as support to its companies to establish themselves as true multinationals on the continent. The third lever is at the level of Chinese capacity to identify and respond to real African needs by targeting countries and sectors. China in Africa has enabled the continent to regain its importance on the world stage and to loosen the Western noose on the continent while diversifying its sources of financing, its customers, and its suppliers. However, ongoing challenges in many African countries hinder the benefits of this cooperation, and the absence of a clear strategy at the national, continental, or regional level to fully leverage opportunities from this new partner decreases the overall gains.
