إشكالية السيادة الوطنية في ظل تحديات العولمة: قراءة في تحولات مفهوم الدولة

Résumé

ملخص: تسعى هذه الدراسة إلى تفكيك إشكالية السيادة الوطنية في سياق المتغيرات العولمية المتسارعة، مستهدفةً رصد التحولات البنيوية التي أعادت تشكيل مفهوم الدولة المعاصرة. ومن خلال اعتماد المنهج الوصفي التحليلي، سيتم تسليط الضوء على جدلية التفاعل بين سيادة الدولة وتنامي نفوذ الفواعل العابرة للحــــــدود. تخلص النتائج إلى أن السيادة قد غادرت مربع "الإطلاقية الوستفالية" نحو نمط من السيادة المجزأة أو الوظيفية، مدفوعةً بضغوط التدفقات المعلوماتية والارتهانات الاقتصادية الدولية، مما حتّم إعادة صياغة الدور السياسي للدولة ليتكيف مع حتمية الاندماج العالمي. تتبدى قيمة هذه الدراسة في صياغة إطار نظري نقدي يفسر مآلات الكيان السياسي في مواجهة السيولة العالمية، مفسحاً المجال لرؤى جديدة حول مستقبل التنظيم الدولي في ظل صراع البقاء السيادي. كلمات مفتاحية: السيادة الوطنية. العولمة. الدولة الوطنية. الفواعل الدولية. التحول السياسي. Abstract: This study aims to investigate the problematic of national sovereignty amidst the escalating impacts of globalization, analyzing the structural transformations of the traditional concept of the state. Utilizing a descriptive-analytical approach, the research examines the interaction between trans-border actors and the decline of the state's sovereign roles. The findings reveal that sovereignty is no longer absolute in its "Westphalian" sense but faces forced fragmentation due to international economic and informational pressures. This necessitates a redefinition of the state's political function to align with global integration requirements. The study's significance lies in providing a theoretical framework to explain state resilience or transformation in the face of global flows, contributing to the academic debate on the future of international political organization in the 21st century Keywords: National Sovereignty.
