Résumé

شهد قطاع التعليم العالي تحولات عميقة بفعل التطور التكنولوجي المتسارع والثورة الصناعية الرابعة، مما غيّر أدواره التقليدية، فلم يعد يقتصر على نقل المعرفة، بل أصبح فضاء للابتكار وريادة الأعمال والمبادرات التكنولوجية وأمام هذه التحولات، برزت الحاجة إلى تبني استراتيجيات حديثة تقوم على التحول الرقمي والإدارة الإلكترونية، ويُعد نموذج جامعات الجيل الرابع من أبرز هذه التوجهات المعاصرة ويهدف هذا البحث إلى دراسة التكامل بين التحول الرقمي والإدارة الإلكترونية ودوره في تطوير التعليم العالي، كما يسلط الضوء على تجربة جامعة سنغافورة الوطنية كنموذج رائد في هذا المجال وخلصت الدراسة إلى أن هذا التكامل يمثل محركا أساسيا للتغيير التنظيمي وتحسين جودة التعليم والبحث وتعزيز علاقة الجامعة بالمجتمع دعماً للتنمية المستدامة.Abstract : The higher education sector has undergone profound transformations due to rapid technological advancement and the Fourth Industrial Revolution, which have reshaped its traditional roles. It is no longer limited to knowledge transmission; rather, it has become a space for innovation, entrepreneurship, and technological initiatives. In light of these changes, the need has emerged to adopt modern strategies based on digital transformation and e-management. The fourth-generation university model represents one of the most prominent contemporary trends in this regard. This research aims to examine the integration between digital transformation and e-management and their role in developing higher education. It also highlights the experience of National University of Singapore as a leading model in this field. The study concludes that this integration constitutes a fundamental driver of organizational change, enhances the quality of education and research, and strengthens the relationship between the university and society in support of sustainable development
