Résumé

الملخص : إنّ البطاقة العقارية تساهم في بناء وحدة إدارية في ظل التطورات التشريعية و التنظيمية باعتبارها وثيقة تقنية يمسكها المحافظ العقا ري تعكس هوية الأطراف المتعاملة و تعيين العقار من أجل ضبط الوضعية القانونية للعقار و تكريس العلنية العقارية و هذا يعزز الإئتمان و الثقة في المعاملات و يعطى قدرا كبيرا للأمن القانوني و إستقرار و تعزيز الملكية. تتمثل أهميتها في حماية حقوق المالكين و المتعاملين و الحد من النزاعات العقارية و توفر مرجعا رسميا يمكن الإعتماد عليه لإثبات الحقوق العينية الاصلية و التبعية كما توفر قاعدة بيانات دقيقة تساعد الادارة و الجهات القضائية في الرجوع إليها من خلال تبسيط الاجراءات و تعزيز الرقمنة و تنسيق عمل الجهات المعنية. Abstract: The real estate card contributes to the establishment of administrative unity within the framework of legislative and regulatory developments. As a technical document maintained by the land registrar, it reflects the identity of the parties involved and specifies the property in order to regulate its legal status and ensure real estate publicity. This, in turn, strengthens credit and confidence in transactions and provides a significant degree of legal security, stability, and protection of ownership rights. Its importance lies in safeguarding the rights of owners and contracting parties, reducing real estate disputes, and providing an official reference upon which reliance may be placed to prove original and accessory real rights. Furthermore, it offers an accurate database that assists administrative and judicial authorities by facilitating access to information, simplifying procedures, enhancing digitization, and coordinating the work of the relevant bodies.
