توزيع الأنشطة والمهام الإدارية ضمن الهيكل التنظيمي للولاية في الجزائر

Résumé

سعى المشرع الجزائري منذ أول قانون تناول الجماعات المحلية لوضع هيكل تنظيمي للولاية كجماعة عمومية إقليمية لها أهمية كبيرة في التنظيم الإداري والسياسي، أُعتمد في أُسس وضعه على معيار وحيد وهو معيار عدد سكان لتصنيف الولايات، مع محاولات إدخال عليه بعض الإصلاحات مُسايرة للتحولات والتطورات الإدارية والسياسية والمجتمعية والاقتصادية...الخ، هيكل تنظيمي غايته ضبط سير الأنشطة والمهام الكثيرة والمتنوعة لإدارة الولاية، في غاية يكون بلوغها أكثر يـُـسـرًا إن تم ضبط توزيع هذه الأنشطة والمهام على مختلف الأجهزة والمصالح المشكلة للهيكل التنظيمي. وهو الهدف الأول من هذا البحث، والذي يسعى إلى التعرض للهيكل التنظيمي للولاية بالتحليل والنقد بعد قراءة في النصوص القانونية ذات الصلة، مع التوسع في تبيان مختلف المهام والأنشطة المكفولة من طرف كل الأجهزة المشكلة له، بتتبع التسلسل الإداري والترتيب الرئاسي، مما أتاح لنا التعرف عمليا على أهم العوائق والصعوبات والتي بتحييدها ورفعها يمكن تحقيق النجاعة المطلوب تحقيقها من طرف إدارة الولاية. Abstract: The Algerian legislator's goal, since the first law dealing with local communities, was to establish an organizational structure for the wilaya as regional public groups of great importance in the Algerian administrative and political organization, I rely on a single criterion, which is the population criterion, to classify the wilayas, with occasional attempts to introduce some reforms to keep pace with administrative, political, social, and economic transformations, etc... an organizational structure aimed at ensuring the smooth running of the many and varied activities and tasks of the state administration, a goal that is more easily achieved if the distribution of these activities and tasks is controlled and distributed among the various agencies and departments that make up the organizational structure. This is the primary objective of this research, which seeks to analyze and critique the organizational structure of the wilaya after reading the relevant legal texts, with an expansion of the various tasks and activities guaranteed by all the agencies that comprise it, by tracing the administrative hierarchy and the presidential arrangement, which allowed us to practically identify the most important obstacles, by neutralizing which the effectiveness required to be achieved by the wilaya administration can be achieved.
