Résumé
This study explores the role of economic diplomacy as a foreign policy instrument, particularly in the context of ongoing regional and global transformations. Algeria stands out as one of the nations recognizing the significance of this approach, prompting it to intensify its focus on economic diplomacy in Africa. This shift has sparked several questions regarding the objectives behind Algeria's evolving diplomatic strategy on the continent, especially as it highlights a dual commitment: fostering continental engagement as a regional priority and addressing security challenges that affect Africa broadly, with a specific emphasis on the African Sahel. The study concludes that Algeria’s economic diplomacy in Africa reflects a strategic pivot towards a security-centric approach in response to mounting threats within the African Sahel region. This dual focus underscores the critical balance between addressing security risks and achieving sustainable economic growth, which emerges as a key strategic priority in the 21st century. تتناول هذه الدراسة جزئية الدبلوماسية الاقتصادية، باعتبارها أداة من أدوات السياسة الخارجية للدول، خاصة في ظل التحولات الإقليمية والدولية الراهنة. والجزائري من بين الدول المدركة لهذه الأهمية، لذلك عززت من توجهها نحو تبني الدبلوماسية الاقتصادية في إفريقيا، ما طرح العديد من التساؤلات حول الهدف من هذا التغير في التوجه الدبلوماسي في القارة، المتمركز أساسا بين ثنائية الانفتاح القاري كخيار وحتمية مواجهة التهديدات التي تشهدها القارة الافريقية بصفة عامة، والساحل الافريقي بصفة خاصة. وتوصلت الدراسة إلى أن الدبلوماسية الاقتصــــادية للجزائر في إفريقيا ما هي إلا تجسيدا لمرحلة الانتقــــال مــــن ردة الفعــــل "اليقظــــة الأمنية" كحتمية للتهديدات الأمنية التي تشهدها منطقة الساحل الافريقي بصفة خاصة، والــــى الفعــــل الاقتصــــادي "الــــذكاء الاقتصادي" كخيار ورهان استراتيجي في القرن الواحد والعشرين. Cette étude traite de la diplomatie économique en tant qu'outil de politique étrangère, notamment à la lumière des transformations régionales et internationales actuelles. L'Algérie fait partie des pays qui ont pris conscience de cette importance et a renforcé son orientation vers l'adoption d'une diplomatie économique en Afrique, ce qui a suscité de nombreuses interrogations sur la finalité de ce changement d'orientation diplomatique dans le continent, qui a renforcé la dualité entre l'ouverture continentale en tant qu'option recherchée par l'Algérie sur le plan régional, et l'impératif de faire face aux menaces qui pèsent sur le continent africain en général, et sur le Sahel africain en particulier. L'étude conclut que la diplomatie financière de l'Algérie en Afrique est une incarnation du degré de transition vers une méthode « orientée vers la sécurité » en réponse aux menaces de sécurité dans la région du Sahel africain en particulier.
