اللجوء البيئي وأسبابه الأمنية وتهديداته للأمن الإنساني في أبعاده البيئية والصحية والغذائية

Résumé

أصبح اللجوء البيئي أمرا مقلقا لا بد من الاهتمام به ليس من المنظور القانوني فحسب بل من المنظور الإنساني كونه يمس بحقوق الفرد في الحياة والاستمرار والعيش بكرامة، وبكونه يؤثر في الأمن الغذائي والصحي والبيئي، وإن كانت مسألة التدخل لا بد منها باسم حقوق الإنسان إلا أن ما قد يترتب عن اللجوء البيئي في حد ذاته قد يهدد بالأمن الإنساني، وما ينبغي الإشارة إليه هو أن تفكير الرجل السياسي المرتبط بإبقاء دولته الأقوى عسكريا هي من أسباب تدهور البيئة وتهديد حياة الأفراد، وسيكون موضوع ورقتنا هو كيف أن الأسباب الأمنية قد تتسبب في كوارث بيئية وقد تؤدي للجوء البيئي، وكيف يمكن لهذا الأخير أن يزيد من تدهور الأمن الغذائي والصحي والبيئي التي تعتبر أبعادا أساسية في تحقيق الأمن الإنساني، وهذا في مخيمات اللجوء، خاصة لما يتعلق الأمر باللجوء لدولة غير الدولة التي تعرف مشاكل أو كوارث بيئية. Abstract: Environmental asylum has become a matter of concern that must be addressed not only from a legal perspective but from a human perspective as it affects the individual's rights to life, survival and dignity and that it affects food, health and environmental security, although the issue of intervention is essential in the name of human rights, environmental asylum may itself threaten human security. And what should be pointed out is that one of the causes of environmental degradation and threats to individuals' lives is the thinking of a political man associated with maintaining his State as the most powerful military force, The subject of our paper will be how an amphibious cause can cause environmental disasters and lead to environmental asylum. and how this can further deteriorate food, health and environmental security, which are fundamental dimensions of human security, in camps for asylum and, especially with regard to asylum for a non-State that is aware of environmental problems or disasters.
