استعمال الأسلحة غير القاتلة في النزاعات المسلحة -حلول ذكية أم انتهاكات جلية-

إن الطريق المؤدية إلى الجحيم كثيرا ما تكون مفروشة بالنوايا الحسنة، هذا هو حال الأسلحة "غير القاتلة" والتي وإن كانت نية تصنيعها وتطويرها تنطلق من فكرة جعل الحرب أكثر إنسانية"، إلا أن المصطلح نفسه يبقى مصطلحا مضللا حيث أن احتمالية تحقيق إصابات خطيرة جراء استعمالها وحتى الموت هو أمر وارد جدا، وحيث أن التكنولوجيات التي تعتمدها متنوعة ، يصعب الحكم عليها متى استعملت في النزاعات المسلحة، لذا يجب دراسة كل نوع منها على حدى ومعايرة مدى موافقته لمبادئ القانون الدولي الإنساني، حيث أن منها ما يستجيب فعلا لهذه المبادئ فيمنح بدائل "ذكية"، ومنها ما لا يستجيب لها بتاتا. The road to hell is often paved with good intentions, such as "non-lethal" weapons, which certainly fall within the framework of the humanization of war. And although they are described as "non-lethal", the term itself is still misleading, as the possibility of serious injury from their use and even death is very likely. And since they use very different technologies, it is difficult to judge them when they are used in armed conflicts. For this, it is necessary to study each type of weapon independently and to judge whether it is compatible with the principles of international humanitarian law, because some really constitute intelligent alternatives, but others do not obey these principles in any way.
