التكوين المهني وسوق العمل بالجزائر _ دراسة تحليلية _

ملخص: يعتبر التكوين بالمفهوم العام والتكوين المهني خاصة إحدى الرهانات الأساسية والمرتكزات الضرورية لاكتساب الكفاءات المهنية، وازدادت أهميته مع مطلع القرن العشرين خاصة في الاقتصاديات المتطورة، أما في الجزائر وكغيرها من الدول النامية فلم يحظى التكوين المهني بالأهمية الكبيرة التي كانت تحظى بها المنظومات الأخرى، إذ أصبح من الضروري تنميته لتلبية احتياجات سوق العمل من يد عاملة مؤهلة قادرة على مواكبة التغييرات الحاصلة. تهدف هذه الدراسة إلى تشخيص واقع قطاع التكوين المهني في ظل توفر فرص عمل حقيقية وبالتالي التعرف على أبعاد العلاقة بين قطاع التكوين المهني وسوق العمل، وبناء على متطلبات هذه الدراسة التي تصنف ضمن الدراسات الوصفية، نتوخى مقاربة منهجية تعتمد أساسا على منهج المسحي الاجتماعي. وقد خلصت الدراسة إلى عدة نتائج أهمها: أن سياسة التكوين المهني في الجزائر غير مرتبطة بالطلب في سوق العمل) عدم وجود توافق بين العرض من التكوين المهني ومناصب الشغل (،إذ أن مخرجات التكوين المهني بالجزائر لا تتماشى مع احتياجات سوق العمل كلمات مفتاحية: التكوين المهني، سوق العمل، التشغيل. Abstract: Training in the general sense, and vocational training in particular, is one of the basic bets and foundations necessary for acquiring professional competencies, and its importance increased with the beginning of the twentieth century, especially in developed economies. It is necessary to develop it to meet the needs of the labor market from a qualified workforce capable of keeping pace with the changes taking place. This study aims at diagnosing the reality of the vocational training sector in light of the availability of real job opportunities and thus identifying the dimensions of the relationship between the vocational training sector and the labor market. The study concluded several results, the most important of which are: that the policy of vocational training in Algeria is not linked to demand in the labor market (there is no compatibility between the supply of vocational training and job positions), since the outputs of vocational training in Algeria are not in line with the needs of the labor market.
