Disciplinary accountability occupies a central position in the civil service system, as it ensures the regular functioning of the public facility and prevents deviations from the requirements of the public interest. The Algerian legislator, through Ordinance No. 06 03 of 15 July 2006 establishing the General Civil Service Law, introduced legal provisions regulating disciplinary accountability. These provisions encompass mechanisms guaranteeing the rights of employees subject to disciplinary proceedings, together with rules governing the imposition of disciplinary sanctions. However, practical application has revealed difficulties concerning the effectiveness of these mechanisms and their capacity to secure justice. The study therefore analyzes these mechanisms, identifies the principal obstacles limiting their efficiency, and proposes appropriate means to reinforce justice within the framework of disciplinary accountability in the civil service.
