Abstract

Nowadays, increasing regulation, conflicts, and complexities are known as some of the important obstacles to city development. Canadian governance can control the extension of these obstacles by executing deregulation models and simplifying rules by the name of “removing two regulations to execute one regulation. “This means that by executing a new law, two recent laws should be removed or modified. Minab town is faced with similar obstacles in its development. Based on that, this study analyzed the model of “removing two-to-one situations” in Canada's theoretical framework and legal system. The aim was to remove these obstacles for Minab town. Achievements, extending the execution of deregulation models and simplifying the “removing two-to-one situation” laws of Canada, preventing extra regulation, reducing regulation in economic fields, and modifying ownership systems are suggested.
