The study explores legal frameworks for resolving the status of unclaimed real estate during land survey operations under Ordinance No. 75/74 and its implementing decrees. It traces the evolution of Article 23 bis through the Finance Laws of 2015, 2018, and 2025, noting the transition from definitive registration in favor of the State to a fifteen year provisional system. Attention is given to administrative mechanisms designed to handle claims, emphasizing the reforms introduced by the 2025 Finance Law. This legislation unified the settlement period at fifteen years, expanded eligibility to holders of registered and unregistered deeds as well as possessors, and reopened previously rejected cases. The analysis demonstrates how these measures reinforce administrative settlement as a preferred alternative to judicial litigation, aiming to broaden access to property regularization and reduce reliance on courts.
