The Humanitarian Impact Of Targeted International Sanctions And The Problem Of Humanitarian Exemptions

Authors : عوامر عز الدين .

Abstract

International sanctions can be seen as one of the key tools that the international community employs to ensure compliance with international law, from full sanctions as set out in Chapter VII of the United Nations Charter to unilateral coercive measures that have been taken without any approval from the international community. The following study will look into the legal background and development of international sanctions from general sanctions to smart sanctions, and how the enforcement role of international sanctions conflicts with their adverse effects on the human rights of civilians, through poor humanitarian exceptions and ineffective listing and delisting of individuals and entities.
