The city is an inclusive urban space encompassing all the material and immaterial elements that constitute society. It forms a vital center where residents' activities intersect to meet their daily needs. Through the diverse interactions witnessed in this space, individuals' social, cultural, and economic capacities develop, thereby enhancing stability and contributing to the sustainability of growth within the urban community. However, the rapid growth of cities imposes increasing pressures and challenges affecting various aspects of life, particularly the economic, social, and environmental dimensions. This has prompted researchers and decision-makers to seek radical solutions to mitigate these issues. In this context, Algeria, like many other countries, has sought to adopt urban strategies aimed at distributing population density and reducing the accumulated burdens in major cities by absorbing surplus population and achieving a more sustainable urban balance. This is the subject of the present study, which examines new and smart cities through a prospective sociological lens.
