This article examines a critical reading of Noam Chomsky's ideas on formal democracies in the Arab world during the Arab Spring revolutions. Chomsky argues that Western hegemony, especially the United States, imposed neoliberal policies that produced dictatorial regimes that disguised themselves as democratic slogans to serve the interests of the ruling elites. It also explains the role of the media and the mechanisms of 'consent engineering' in misleading peoples, dismissing Arab consciousness, and entrenching backwardness in institutions. The article also points out that currents of political Islam and civil society discourses are being used to entrench fundamentalism and deepen the fear of anarchy, pushing societies to accept authoritarianism. Chomsky proposes an alternative based on the Scandinavian model based on democratic socialism and social justice, while activating the role of the working class and organic intellectuals in the management of political affairs, in an effort to build a genuine democracy based on popular consciousness and equality.
