The classified establishment is considered a technical unit, classified by the Algerian legislator under Executive Decree No. 07-144, and because it poses a particular risk to humans and the environment, the legislator has subjected it to special procedures for its establishment, culminating in the granting of either a license or a permit depending on the category. Given to varying degrees of harm caused by these establishments, which necessitates holding them accountable, and because criminal liability is considered the most important form of liability of all, I have sought to examine the extent to which the liability of these classified establishments is established by investigating their liability as legal persons. Since the liability of the lateer does not preclude the accountability of the persons in charge of them, including the manager and supervision, what is the nature of the manager’s liability? Is he held accountable only for his own personal acts, or he be held accountable for the acts of those working under his supervision and oversight?
