Abstract

Abstract: The policies of various countries around the world, including Algerian society, aim to protect their individuals and citizens by enacting legislation, laws, and regulations. However, laws alone are insufficient, necessitating the implementation of a multi-faceted social approach. It is crucial to expedite the issuance of regulatory texts to activate the law in a manner consistent with the best interests of the child. This can only be achieved through a dual approach involving both legal frameworks and the active participation of institutions, including the family, in protection, security, and upbringing, especially concerning children at moral risk. This is what Algeria is striving for through the enactment of laws and legislation, specifically Law No. 15-12 on child protection. This article represents a new scientific and sociological advancement, as it establishes a comprehensive scientific foundation for understanding the problem or phenomenon and its underlying causes, which often stem primarily from social factors. This is because most of the problems, traumas, and dangers faced by individuals, families, and society originate from social factors that affect the psychological aspect positively or negatively, except in exceptional or hereditary cases where psychological analysis precedes the social aspect. In other words, our study establishes a comprehensive framework that seeks to achieve sustainable development for the security and well-being of humanity in all countries of the world without exclusion, through collaboration between specialists in psychology, family sociology, social work, and various disciplines concerned with prevention and treatment.
