From The Digital Economy To The Algorithmic Economy: The Transformation Of Economic And Institutional Decision-making Models In The Age Of Artificial Intelligence

Abstract
Abstract: This study examines the transition from the digital economy to the algorithmic economy and its implications for transforming economic and institutional decision-making models in the age of artificial intelligence (AI). A descriptive-analytical approach was adopted, drawing on documentary analysis of relevant scientific literature, previous studies, international reports, and recent global indicators. The analysis was supported by publications issued by the OECD, UNCTAD, and the Stanford AI Index to explain the drivers, characteristics, and implications of this transition. The findings indicate that the algorithmic economy represents an advanced stage in the evolution of the digital economy, where data, algorithms, and AI have become strategic resources that enhance decision-making quality, improve operational efficiency, and strengthen institutional competitiveness. As a scientific contribution, the study proposes an analytical framework that explains the sequential transition from the digital economy to the algorithmic economy and identifies the institutional conditions required to support its effective implementation. الملخص : تهدف هذه الدراسة إلى تحليل الانتقال من الاقتصاد الرقمي إلى الاقتصاد الخوارزمي، واستكشاف انعكاساته على تحول نماذج اتخاذ القرار الاقتصادي والمؤسساتي في عصر الذكاء الاصطناعي. واعتمدت الدراسة المنهج الوصفي–التحليلي، بالاستناد إلى التحليل الوثائقي للأدبيات العلمية ذات الصلة، والدراسات السابقة، والتقارير الدولية، والمؤشرات العالمية الحديثة. كما استند التحليل إلى منشورات منظمة التعاون والتنمية الاقتصادية (OECD)، ومؤتمر الأمم المتحدة للتجارة والتنمية (UNCTAD)، وتقرير Stanford AI Index، بهدف تفسير دوافع هذا الانتقال وخصائصه وآثاره. وأظهرت النتائج أن الاقتصاد الخوارزمي يمثل مرحلة متقدمة في تطور الاقتصاد الرقمي، حيث أصبحت البيانات والخوارزميات والذكاء الاصطناعي موارد استراتيجية تسهم في تحسين جودة اتخاذ القرار، ورفع الكفاءة التشغيلية، وتعزيز القدرة التنافسية للمؤسسات. وتتمثل المساهمة العلمية للدراسة في تقديم إطار تحليلي يوضح المسار المتدرج للانتقال من الاقتصاد الرقمي إلى الاقتصاد الخوارزمي، مع تحديد المتطلبات المؤسسية اللازمة لدعم تطبيقه بفعالية. :Résumé Cette étude examine la transition de l’économie numérique vers l’économie algorithmique et ses implications dans la transformation des modèles de prise de décision économique et institutionnelle à l’ère de l’intelligence artificielle (IA). Elle adopte une approche descriptive et analytique fondée sur l’analyse documentaire de la littérature scientifique pertinente, des études antérieures, des rapports internationaux et des indicateurs mondiaux récents. L’analyse s’appuie également sur les publications de l’Organisation de coopération et de développement économiques (OCDE), de la Conférence des Nations Unies sur le commerce et le développement (CNUCED) ainsi que sur le rapport Stanford AI Index, afin d’expliquer les facteurs, les caractéristiques et les implications de cette transition. Les résultats montrent que l’économie algorithmique représente une étape avancée dans l’évolution de l’économie numérique, où les données, les algorithmes et l’intelligence artificielle sont devenus des ressources stratégiques permettant d’améliorer la qualité de la prise de décision, d’accroître l’efficacité opérationnelle et de renforcer la compétitivité des institutions. La principale contribution scientifique de cette étude consiste à proposer un cadre analytique expliquant le processus progressif de transition de l’économie numérique vers l’économie algorithmique, tout en identifiant les conditions institutionnelles nécessaires à sa mise en œuvre efficace.
