الأمن الوطني الجزائري في الضوء الناعم من التهديدات

الملخص

نسعى في هذا المقال إلى معالجة "التهديدات الناعمة" التي نحسبها قائمة في المجتمع الجزائري والتي لها تأثير حقيقي على الحياة الاجتماعية والاقتصادية والسياسية للفرد والجماعات والمؤسسات، والتي يمكن أن تشكّل خطرا على أمن وانسجام هؤلاء. وقد اعتبرناها تهديدات "ناعمة"، لأننا في الواقع نعيشها يوميا ونتغافل عن معالجتها، إذ أنها أصبحت جزءا من حياتنا اليومية ومن الأمور العادية. والغاية الأساسية من التطرق إلى هذه التهديدات، بل إلى عيّنة منها، تكمن في إبراز مدى خطورتها وحتمية معالجتها. وقد برز جليا أن هذه التهديدات قائمة في المجتمع الجزائري وتنمو ببطء في كيانه، وأن التغاضي عن معالجتها وإيجاد الحلول المناسبة لها سوف يؤدي حتما إلى اختلالات في المستويات المجتمعية المختلفة تهدد أمن واستقرار المجتمع برمته. أما التهديدات التي نعالجها فلها بالأساس صلة بالمنظومة الاجتماعية ومناهج العمل وحوكمة المؤسسات وطرق صنع القرار. The present article aims at dealing with « soft menaces » and threats which we think are existing in the Algerian society, and which have real impact on social, economic and political life of individuals, communities and institutions. These threats constitute a danger for the security of the latter and for social harmony as well. We have considered these threats as « soft » in so far as they have become part of our daily life, and that we live with them and overlook dealing with such issues that have become part of ordinary things. The main objective for dealing with this kind of issues, or rather a sample of them, lies in drawing attention on how dangerous they are and how urgent it is to deal with them. It has clearly appeared that these threats really exist in the Algerian society and grow slowly in its body and that if the issues are not addressed so as to have the right solutions it would lead to multiple imbalances that endanger society’s security and stability. The threats we expose have mainly to do with the social system, work methods, governance of institutions, and ways of decision making.
