الذكاء الاصطناعي كمتغير استراتيجي في العلاقات الدولية: إعادة تشكيل القوة والتنافس في النظام العالمي مع الإشارة لحالة الجزائر كمثال

الملخص

يهدف هذا المقال إلى تحليل الدور الذي يلعبه الذكاء الاصطناعي كمتغير استراتيجي يعيد تشكيل بنية العلاقات الدولية المعاصرة. فمن خلال تأثيره العميق على الاقتصاد العالمي، ومساهمته في إعادة تعريف أدوات القوة الصلبة والناعمة، يفرض الذكاء الاصطناعي واقعًا جديدًا يتجاوز فيه كونه مجرد أداة تقنية ليصبح محركًا أساسيًا للتنافس الجيوسياسي بين القوى الكبرى، وفي مقدمتها الولايات المتحدة والصين. تستعرض الدراسة الأبعاد الاقتصادية والاستراتيجية لهذا التحول، ثم تنتقل إلى تحليل موقع الدول النامية ضمن هذا النظام الدولي المتغير، معتمدة على دراسة حالة الجزائر كنموذج لتوضيح الفرص المتاحة والتحديات القائمة. ويخلص المقال إلى أن قدرة الدول على بناء استراتيجيات وطنية متكاملة للذكاء الاصطناعي، ترتكز على الاستثمار في المعرفة والابتكار، هي التي ستحدد موقعها في خريطة القوة العالمية خلال العقود القادمة This article aims to analyze the role of artificial intelligence as a strategic variable reshaping the structure of contemporary international relations. Through its profound impact on the global economy and its contribution to redefining the tools of hard and soft power, artificial intelligence is forging a new reality. It transcends its role as a mere technological tool to become a primary driver of geopolitical competition among major powers, foremost among them the United States and China. The study examines the economic and strategic dimensions of this transformation, then proceeds to analyze the position of developing countries within this changing international system, using Algeria as a case study to illustrate the available opportunities and existing challenges. The article concludes that a nation's ability to build integrated national strategies for artificial intelligence, centered on investment in knowledge and innovation, will determine its position on the global power map in the coming decades.
