دور عملية تطهير العقار الصناعي في ترقية الاستثمار

الملخص

أدركت الجزائر في ظل التحولات الاقتصادية وحتمية تنويع الموارد، ضرورة تكريس نموذج اقتصادي جديد يقوم على مبادئ الفعالية والنجاعة الاقتصادية، وهو ما سعت إليه من خلال جملة من الإصلاحات التي تضبط منظومتي الإستثمار والعقار الصناعي وتفتح المجال أمام المبادرة الحرة، ولإنجاح هذا النموذج تعول الدولة على عمليات تطهير الحافظة العقارية الصناعية كآلية فعالة لضمان تعبئة الموارد العقارية غير المستغلة وإعادة توجيهها نحو المشاريع الاستثمارية الجادة بما يسمح بتحقيق تنمية إقليمية متوازنة. تحاول هذه الدراسة تحليل عملية تطهير حافظة العقار الصناعي في سياق الإصلاحات المدمجة، وذلك بتوظيف مناهج علمية وصفية تحليلية واحصائية تم جمعها عبر الملاحظة واستقراء الوثائق الإدارية الرسمية، والتي خلصت أن ملفي الاستثمار والعقار الصناعي يواجهان عدة عراقيل على المستوى العملي الأمر الذي بدوره يعرقل بصفة مباشرة المسعى التنموي الذي تسعى السلطات العمومية لتحقيقه Abstract: The Role of Industrial Land "Sanitization" in Promoting Investment: In light of global economic shifts and the imperative to diversify revenue streams, Algeria has recognized the necessity of establishing a new economic paradigm grounded in principles of efficiency and economic viability. This transition has been pursued through a comprehensive suite of reforms designed to regulate the investment and industrial land-use frameworks, thereby fostering an environment conducive to free enterprise. To ensure the success of this model, the state relies on the "sanitization" (cleansing) of the industrial real estate portfolio as a critical mechanism for mobilizing underutilized land resources. By reallocating these assets toward serious investment projects, the state aims to achieve balanced regional development. This study seeks to analyze the process of purifying the industrial land portfolio within the context of integrated reforms. Employing a multi-methodological approach—incorporating descriptive, analytical, and statistical methods based on observation and the scrutiny of official administrative documents—the research concludes that both the investment and industrial land sectors face significant practical hurdles. These obstacles directly impede the developmental objectives that public authorities strive to attain.
