From Monopoly To Liberalization: Algeria’s Natural Gas Market Reform

Authors : Chemaa Khaled .

Abstract

The liberalization and restructuring of the natural gas market worldwide became a reality by the late 1990s, occurring in four distinct phases. In the beginning of the 2000s, Algeria initiated a reform process in the electricity and gas distribution through pipelines sector. This reform, formalized by the publication of Law No 02-01 in February 2002, opened the gas supply activity to competition, with the adoption of the principle of third-party access to networks, and introducing the authorization regime for natural monopolies (gas transmission) as well as the concessions system for gas distribution networks. In this paper, a comparative description of the natural gas market regulation models and network access frameworks between the European case and the Algerian case according to the Algerian regulatory is given. Additionally, it provides a provisional study of renewable gases i.e. hydrogen and biogases regulation principles and their adaptability to Algeria.
