الوزير الأول في النظام السياسي الموريتاني

الملخص
يهدف هذا البحث إلى دراسة مؤسسة الوزير الأول في النظام السياسي الموريتاني، من خلال الاختصاصات الدستورية التي يتمتع بها، وعلاقته برئيس الجمهورية، والحكومة، وموقعه داخل النظام. وقد توصلنا إلى أنّ الوزير الأول، أسند له الدستور اختصاصات محدودة لا تتجاوز تنسيق وإدارة العمل الحكومي، ولذلك فإنه لا يرقى لدرجة رئيس الوزراء في النظام البرلماني، ووجوده في النظام، لا يعني التحول الكامل نحو النظام البرلماني، وإنما هو إضافة للنظام الرئاسي لمساعدة رئيس الجمهورية. This research aims to study the institution of the Prime Minister in the Mauritanian political system, through the constitutional powers he enjoys, his relationship with the President of the Republic and the government, and his position within the system. We have concluded that the constitution grants the Prime Minister limited powers that do not exceed the coordination and management of government work. Therefore, he does not rise to the level of Prime Minister in a parliamentary system, and his presence in the system does not mean a complete shift towards a parliamentary system, but rather an addition to the presidential system to assist the President of the Republic.
