This study aims to conduct a comparative analysis of the performance of the digital economy in the Gulf Cooperation Council (GCC) countries during the period 2018–2024, with a particular focus on its role in achieving sustainable development goals. The study measures the level of digital development based on a set of international indicators. It also evaluates the contribution of digital sectors to gross domestic product, e-commerce, and investment in start-ups. In addition, the research analyzes digital skills gaps and assesses the alignment between educational outcomes and labor market requirements. The findings reveal a significant improvement in digital economy indicators across most GCC countries, particularly in the United Arab Emirates, Qatar, and Saudi Arabia. The results also highlight a noticeable gap between the possession of digital knowledge and the ability to translate it into actual innovation. Digital citizen readiness showed continuous improvement until 2022, followed by a collective decline in 2024, which is likely related to changes in the evaluation methodology. Furthermore, Saudi Arabia emerged as a leading destination for digital capital investment, while the United Arab Emirates maintained its advantage in market strength. Sustainable development indicators also showed a clear convergence among GCC countries, despite the persistence of certain structural challenges.
