This study critically assesses Algeria’s agricultural water pricing policy as an economic instrument for managing water demand under increasing water scarcity. Using a descriptive–analytical and comparative policy approach, it evaluates national tariff regulations, financial performance indicators, and institutional irrigation practices, and benchmarks them against selected regional and international experiences. The results show that irrigation tariffs remain highly subsidized and largely uniform, with limited differentiation by water source, scarcity level, or crop value, weakening scarcity signals and limiting cost recovery. Comparative evidence indicates that pricing reforms, combined with technological modernization, regulatory oversight, and targeted farmer support, can improve efficiency and sustainability. The study recommends a gradual, equity-based reform pathway to strengthen water and food security resilience in Algeria.
