النقل المستدام كمدخل لتحسين الأداء اللوجستي: دراسة حالة الجزائر

الملخص
تهدف هذه الورقة بحثية إلى دراسة دور النقل المستدام كمدخل لتحسين الأداء اللوجستي في الجزائر. معتمدة في ذلك على المنهج الوصفي التحليلي لمعالجة إشكالية الدراسة. وبغية فهم وتفسير أسباب ضعف مستوى مؤشر الأداء العام، تم الاستعانة بالمؤشرات الفرعية لقياس الأداء اللوجستي في الجزائر. مما أكد لنا تداخل النقل المستدام ضمن هذه المؤشرات بصورة مباشرة، إذ يعد من المداخل الاستراتيجية لتحسين وتطوير الأداء اللوجستي ومن ثم المساهمة في النمو الاقتصادي للبلاد. وأظهرت نتائج الدراسة أن الأداء اللوجستي في الجزائر يتأثر بكل مكوناته الفرعية، والتي تعاني كل منها من مجموعة من العراقيل، مما أثر على مؤشر الأداء العام بضعف مساهمته في الناتج المحلي الإجمالي. وقد عملت الجزائر على تطوير قطاع النقل وتوجيهه نحو الاستدامة من خلال استراتيجيات متنوعة لدعم القطاع، غير أن هذه الجهود لا تزال محتشمة بالمقارنة مع حجم المشاكل التي يعاني منها القطاع. وقد اشارت الدراسة إلى ضرورة تحسين مؤشرات الأداء التي تقيم نجاعة وكفاءة الاستثمارات في جودة البنية التحتية. Abstract : This research paper aims to study the role of sustainable transport as an approach to improving logistics performance in Algeria. It employs a descriptive-analytical methodology to address the research problem. To understand and explain the reasons for the low overall performance index, sub-indicators for measuring logistics performance in Algeria were used. This confirmed the direct integration of sustainable transport within these indicators, as it is considered a strategic approach to improving and developing logistics performance and thus contributing to the country's economic growth. The study's results showed that logistics performance in Algeria is affected by all its sub-components, each of which suffers from a set of obstacles, impacting the overall performance index and its weak contribution to the GDP. Algeria has worked to develop the transport sector and steer it towards sustainability through various strategies to support the sector; however, these efforts remain modest compared to the scale of the problems facing the sector. The study indicated the need to improve performance indicators that assess the effectiveness and efficiency of investments in infrastructure quality
