الحوكمة الجبائية الرقمية كفاعل مؤثر في التنمية المحلية

Abstract
تهدف الدراسة الى معرفة اثر التحول الرقمي وإدماجه مع الحوكمة الجبائية في تعزيز التحصيل الجبائي في النظام الجبائي الجزائري ، الذي يعد من أحد الموارد المالية الأساسية التي تعتمد عليها الجماعات المحلية ، كما تبين أن لتطبيق مبادئ الحوكمة الجبائية في المجال الرقمي دورا محوريا في بناء الثقة بين المكلف بالضريبة والإدارة الضريبية ، وقد خلصت الدراسة ، إلى ان البوابات الرقمية ساهمت بشكل فعال في تسريع الاجراءات ، وزيادة من الشفافية والرقابة ، وتكريس مبدأ العدالة الجبائية بين اطراف العلاقة الضريبية ، في ظل الإنتقال من التعاملات بالمنطق الورقي ، الى التعاملات بالمنطق الالكتروني ،أثمرت الرقمنة عن إختزال الوقت ، وإتاحة المعلومة ، و الحد من التهرب الضريبي والفساد ، مما زاد في حصيلة التحصيل الضريبي ، والذي إنعكس ايجايبا على التنمية المحلية. الكلمات المفتاحية: حوكمة جبائية، تحصيل جبائي، رقمنة، تنمية محلية *** Abstract: This study aims to examine the impact of digital transformation and its integration with tax governance on enhancing tax collection within the Algerian tax system, which constitutes one of the essential financial resources on which local authorities depend. It also demonstrates that applying tax governance principles in the digital sphere plays a pivotal role in building trust between the taxpayer and the tax administration. The study concluded that digital portals have effectively contributed to accelerating procedures, increasing transparency and oversight, and entrenching the principle of tax equity among the parties to the tax relationship. In the context of the shift from a paper-based to an electronic-based logic in transactions, digitalization has resulted in time compression, information availability, and the reduction of tax evasion and corruption, thereby increasing tax collection yields and positively impacting local development.
