Abstract

Abstract: The legislative process in Mauritania goes through several stages, beginning with the initiative, which may originate from the government or from a member of Parliament. Legislative bills or proposals are then submitted to Parliament, where they are first referred to the relevant committees for examination and discussion. Subsequently, they are presented in a plenary session for deliberation and voting. If adopted, the text is transmitted to the President of the Republic for promulgation, followed by publication in the Official Gazette Undeniably, this process is shaped by the constitutional and political framework. The executive branch plays a significant role in steering the legislative process, raising questions about the extent of the legislature’s independence. Furthermore, the legislative process faces major challenges, such as limited public participation, occasional deficiencies in legal expertise and legislative planning, and the impact of political polarization, all of which may hinder the overall effectiveness of the process.
