Democratic transition is a process of moving from an authoritarian system to a political system based on political pluralism and the peaceful transfer of power; it requires the rebuilding of institutions, the consolidation of democratic practices, and the guarantee of respect for rights and freedoms. However, the success of this transition remains contingent upon a degree of political and institutional stability within the state. In the case of Sudan, the state has faced numerous complex crises, chief among them the identity conflict between different ethnic groups—a conflict rooted in colonial divisions that failed to take into account ethnic and cultural balance and harmony within the country. This situation has led to protracted internal conflicts and political instability, manifested in repeated military coups and the military’s dominance over political life, which has contributed to the deepening of political, economic and social crises. As a result, Sudan has become a fragile state suffering from weak rule of law, persistent human rights violations and a growing risk of state disintegration. With the outbreak of popular protests in December 2018 and the fall of the regime, an opportunity arose to begin a transition towards the establishment of democratic civilian rule; however, this path faced complex political, economic and security challenges that prevented the democratic transition process from being completed and its institutions from being consolidated.
