This study aims to address an important topic in public finance, which understands the effectiveness of Islamic sukuk as a financial instrument compliant with Islamic law in financing the state budget deficit. This will be achieved by reviewing leading international experiences in this field, represented by Malaysia and Sudan, and comparing them with Algeria's nascent experience that officially commenced in 2025 with the issuance of the country's first sovereign Islamic sukuk. The study adopts a comparative descriptive-analytical approach and employs the case study method to derive lessons learned. It concluded that Islamic sukuk represent an effective and efficient alternative to traditional interest-based instruments and that the success of the Algerian experience is contingent upon a set of fundamental requirements, chief among them legislative stability, stringent Sharia supervision, and the promotion of financial inclusion.
