The Political Conflict Between Settlers And Arab Offices And Its Impact On Colonization Policy In Algeria الصراع السياسي بين المستوطنين والمكاتب العربية وأثره على سياسة الاستعمار في الجزائر

Abstract
This study aims to examine the dynamics of the intense conflict between the settlers and the officers of the Arab bureaus, and the extent to which the settlers succeeded in realizing the French colonial policy, especially after the adoption of civilian rule as a means of tightening their control over Algeria. The study clarifies the developments of this conflict, its origins, and its impact on the colonial settlement movement in Algeria, addressing it as the main issue. In conclusion, the study emphasizes that this conflict reflects the severe political crisis at the top of the power hierarchy between the military and civilian systems, which caused it to trickle down from the top to the grassroots level. Ultimately, the political advantage favored the settlers, due to their financial, political, and media support, enabling them to emerge victorious from this conflict and qualify to lead the machinery of governance and administration in Algeria in service of the French colonial agenda, which aimed to dismantle Algeria as a land and a people. تهدف هذه الدراسة إلى دراسة ديناميكيات الصراع الحاد بين المستوطنين ومسؤولي المكاتب العربية، ومدى نجاح المستوطنين في تحقيق السياسة الاستعمارية الفرنسية، لا سيما بعد اعتماد الحكم المدني كوسيلة لإحكام سيطرتهم على الجزائر. وتوضح الدراسة تطورات هذا الصراع وجذوره وأثره على حركة الاستيطان الاستعماري في الجزائر، متخذةً إياه القضية الرئيسية. وفي الختام، تؤكد الدراسة على أن هذا الصراع يعكس أزمة سياسية حادة في قمة هرم السلطة بين النظامين العسكري والمدني، مما أدى إلى تسربه من القمة إلى القاعدة الشعبية. وفي نهاية المطاف، كان التفوق السياسي لصالح المستوطنين، بفضل دعمهم المالي والسياسي والإعلامي، مما مكنهم من الخروج منتصرين من هذا الصراع، والتأهل لقيادة جهاز الحكم والإدارة في الجزائر خدمةً للأجندة الاستعمارية الفرنسية، التي هدفت إلى تفكيك الجزائر أرضًا وشعبًا.
