مجلس الأمن الدولي على ضوء نظرية القواعد الامرة

الملخص
كون مجلس الأمن من المؤسسات الدولية تابع للأمم المتحدة وجاهزها التنفيذي والتي انبثقت عن الميثاق الأمم المتحدة،وقد يستأثر بصلاحيات وسلطات وهو هيئة مركزية دولية تجسد إرادة المجتمع الدولي كله ،وفي القانون الدولي المعاصر يجد المجتمع الدولي نفسه أولى أهمية كبرى للقواعد الدولية الآمرة للقانون الدولي ومكانتها المرموقة ،وتعد عملية التفاعل بين القواعد رفيعة المستوى وصلاحيات المجلس الأمن الدولي ،على الرغم من أن مجلس الأمن وكونه جهاز سياسي ولكن ليس فوق القانون ويتمتع بسلطات واسعة إلا أنه تقيده بعض القواعد على قلتها،وسوف نرى طبيعة القواعد الامرة وصلاحيات مجلس الأمن الدولي. institution affiliated with the United Nations and its executive body, which emerged from the United Nations Charter. It may monopolize powers and authorities and is a central international body that embodies the will of the entire international community. In contemporary international law, the international community finds itself of paramount importance to the mandatory rules of international law and their prestigious status. The interaction between high-level rules and the powers of the Security Council is considered important, even though the Security Council is a political body that is not above the law and enjoys broad powers, but is nevertheless bound by a few rules. We will examine the nature of the mandatory rules and the powers of the Security Council.
