الملخص

مستخلص: تناولت الورقة تأثر السياسة المالية بمتغيراتها الإنفاق الحكومي والضرائب على الناتج المحلي الإجمالى بالسودان خلال الفترة من (1990-2022م) إتبعت الورقة المنهج الوصفي والتحليل القياسي بالاعتماد على برنامج Eviews ومشكلة الدراسة تمثلت في دراسة كيفية تأثير السياسة المالية على الناتج المحلي الإجمالي وهدفت لتتبع مسار الناتج المحلي الإجمالي فى ظل السياسات المالية التي اتبعت خلال فترة الدراسة، و بناء نموذج قياسي لقياس العلاقة الكمية بين السياسات المالية التي استخدمت ومعدل الناتج المحلي الإجمالي وذلك لبيان وشرح أهميه أدوات السياسة المالية الضرائب والانفاق الحكومي على الناتج المحلي الإجمالي للفترة البحث وخلصت هذه الدراسة إلى عدد من النتائج المهمه كجود علاقة ايجابية طردية بين الإنفاق الحكومي والناتج المحلي الإجمالي وأيضا وجود علاقة سلبية عكسية بين الضرائب والناتج المحلي الإجمالي، ومن توصى بأهميه توجيه الإنفاق الحكومي العام نحو المشروعات الإنتاجية، وضروره ضبط وترشيد الإنفاق الجاري وضبط الأداء المالي الحكومي، ومراجعة الإعفاءات الضريبية الممنوحه والتوسع في الإعفاءات الضريبية للمشروعات التي بدورها سوف تسهم في زيادة الناتج المحلي الإجمالي بالسودان لتحسين الاداء الاقتصادي. Abstract: This study dealt with the impact of financial policy upon the gross domestic product (GPD) in Sudan in the period of the study from : (1990 ــ 2022). The study used the inductive, the analytical and the deductive methodology by using the Eviews econometric software program. The central issue of this study is the effect of fiscal policy upon the Gross Domestic Product (GPD). This paper intended to follow up the the Gross Domestic Product according to political financial policies which were adopted in the study period. It also aimed to form a standard model to measure quantitative relationship between the financial policies which used and the rate of the (GPD) to show and explain the efficiency of all different instruments of fiscal policy on the Gross Domestic Product in the period under investigation. The results indicated that. Notably the important findings is that there is an ejective relation between governmental expenditure and the (GPD). Also there is an inversive relation between taxes and the (GPD). The most important recommendations are directing public expenditure towards productive projects, rationalization of the current expenditure, and control over governmental financial performance, reducing extravagance, tax exemption for vulnerable sectors in the community and expanding in tax exemption for projects which contributes to increase the (GPD) in Sudan.
