After the financial crises of the end of the nineties, the renewal of the Cooke ratio became into the international agenda. Negotiations began in 1998 and was ought to warrant a better ability of banks to manage their portfolios, because of a new calculation of operational risks and market’s discipline. However, the new Mc Donough’s ratio will have ambiguous and unexpected effects. It will strengthen the procyclicality of banking activity and will alter the competition’s structures, to the detriment of small banks.
