The concept of participatory democracy has been adopted at the local level in Algeria, as evidenced by its clear presence in political speeches and electoral campaigns. Participatory democracy is fundamentally a model that relies on effective coordination among various local actors, making it essential to understand the nature of the relationship between the official local actor, represented in our study by the municipality, and the diverse social forces that constitute this participatory approach. This paper aims to explore the challenges facing participatory democracy, focusing on how the relationships among different actors influence the effectiveness of this process. By analyzing these dynamics, we can identify the obstacles that hinder effective collaboration at the local level. Furthermore, the study seeks to identify the opportunities available to enhance the principle of participation, despite the existing barriers that impede collaborative efforts. Strengthening participatory democracy requires an inclusive environment that encourages citizen engagement and interaction with local authorities. Through this research paper, we aim to propose solutions that could contribute to activating the concept of participatory democracy in Algeria, particularly within the municipality that is the subject of our study, as a local council seeking effectiveness in managing local affairs.
