الملخص
إن التنمية الفعلية والحقيقية هي تلك الّتي تعتمد على المجهودات الحكومية والأهلية معا, وذلك على أن يعمل كل منهما في مواجهة مشكلات المجتمع المتنوعة, ولعلّ أهم هذه المجتمعات التي حرصت على هذا المجتمع المدني, الذي يعمل على تعزيز حقوق الإنسان, وضمان حقوق الطبقة المستضعفة و المهمشة ويهدف لتحسين الشّأن العام والمساهمة في التنمية ,وهذا ما قد تعجز الحكومة على فعله, وهذا راجع للمرونة الّتي يتصف بها المجتمع المدني وقدرته على الاتصال بالمجتمعات المحلية ومعايشة الواقع الاجتماعي . Actual and real development is that which depends on governmental and civil efforts together, so that each of them works to confront the various problems of society, and perhaps the most important of these groups that have been keen on this outcome is civil society, which works to promote human rights, and guarantee the rights of the weak and marginalized class, and aims to improve public affairs and contribute to development, and this is what the government may be unable to do, and this is due to the flexibility that characterizes civil society and its ability to communicate with local communicates and live the social reality.
