الفصائل الإدارية المتخصصة من خلال المصادر الفرنسية والوثائق الأرشيفية

الملخص
ملخص: ظهرت الفصائل الإدارية المتخصصة كامتداد للمكاتب العربية التي تأسست مع بداية الاحتلال الفرنسي للجزائر، التي تعتبر من سياسة التهدئة، حيث قام بإنشائها الحاكم العام الفرنسي للجزائر جاك سوستال مع العالمة الإثنولوجية جرمان تييون، أين تم استقدام مجموعة من ضباط الشؤون الأهلية من المغرب الأقصى، تحت قيادة الجنرال قاستون بارلونج القائد المدني والعسكري لمنطقة الأوراس، وذلك لتجسيد سياسة إدماج الجزائر في فرنسا، استغل سوستال تجربته في إدارة مصلحة الاستعلامات لحكومة فرنسا الحرة وطرق الحصول على المعلومة، وكذلك تجربة علم الأجناس في تجنيد الأهالي واستغلال حاجتهم الأساسية إلى الغذاء والدواء والتعليم والسكن، لصرف اهتماماتهم عن الثورة، أين تعممت مبادرة الفصائل الإدارية المتخصصة عبر كامل التراب الجزائري، وتم إنشاء الفصائل الإدارية الحضرية سنة 1957، وكذلك الفصائل الإدارية المتخصصة للبدو الرحل سنة 1960، ثم فصائل للمساعدة التقنية في المتروبول. Abstract: The specialized administrative sections emerged as an extension of the Arab bureaus established at the beginning of the French occupation of Algeria. This was considered part of the appeasement policy, and was established by the French Governor-General of Algeria, Jacques Soustelle, with the ethnologist Germaine Tillion. A group of native affairs officers was brought in from Morocco, under the command of General Gaston Parlange, the civil and military commander of the Aurès region, to implement the policy of integrating Algeria into France. Soustelle leveraged his experience managing the intelligence service of the Free French government and methods of obtaining information, as well as his experience in ethnography, to recruit the population and exploit their basic needs for food, medicine, education, and housing, to divert their attention from the revolution. The initiative of the specialized administrative divisions spread throughout Algeria, with urban administrative sections established in 1957, specialized administrative divisions for nomads in 1960, and then technical assistance divisions in the metropole.
