سياسة التوظيف في الإدارات العمومية الجزائرية: دراسة ميدانية بوزارة التكوين والتعليم المهنيين

الملخص
يعتبر التوظيف من أهم وظائف إدارة الموارد البشرية، فهو يهدف إلى توفير موارد بشرية ذات كفاءات ومؤهلات تستطيع القيام بالمهام والمسؤوليات الموكلة لها وتحقيق أهداف المنظمة. ومنه هدفت ورقتنا البحثية إلى دراسة سياسة توظيف الموارد البشرية في الإدارات العمومية الجزائرية عموما وعلى مستوى وزارة التكوين والتعليم المهنيين خصوصا، حيث قمنا بعرض آليات وطرائق التوظيف في الإدارات العمومية الجزائرية، وكذلك إبراز أهم النصوص التنظيمية الواردة في القانون الأساسي العام للوظيفة العمومية، والتي تنظِّم عملية التوظيف، لنقوم في الأخير بعرض بعض النقائص التي تعاني منها سياسة التوظيف مع تقديم اقتراحات وتوصيات يمكن أن تقدم مساهمة في مجال إدارة الموارد البشرية. :Abstract The recruitment is considered one of the most important functions of human resources management; it aims to provide human resources with competencies and qualifications that can carry out the tasks and responsibilities assigned to them and achieve the goals of the .organization Hence, our research paper aimed to study the policy of recruiting human resources in Algerian public administrations in general and at the level of the Ministry of vocational training and education in particular, where we presented the mechanisms and methods of recruitment in the Algerian public administrations, as well as highlighting the most important regulatory texts contained in the General status of the public service .that regulate the recruitmentprocess Finally, we presented some of the shortcomings that the recruitment policy suffers .from, while providing suggestions and recommendations that can contribute to the field of human resources management
