الملخص
برز مفهوم الاقتصاد الأزرق كإطار جديد يهدف إلى تأطير عملية استثمار التنوع البيولوجي البحري بشكل مستدام لتحقيق النمو الاقتصادي وخلق فرص العمل والحفاظ على البيئة، ويتضمن هذا الاقتصاد الجديد مجموعة واسعة من القطاعات وهي: الصيد البحري وتربية المائيات، النقل البحري، السياحة البيئية، الطاقة المتجددة البحرية، التعدين، والابتكار والتكنولوجيا. ويسعى هذا البحث إلى تسليط الضوء على هذا المفهوم الجديد وتحديد المقومات الخاصة بتفعيله لتعزيز حماية البحار والمحيطات ومواردها الطبيعية واستغلالها على نحو مستدام من أجل تحقيق التنمية الشاملة للأجيال الحالية والأجيال المستقبلية، والحد من المخاطر البيئية وندرة الموارد. مع تحديد القطاعات التي تدعم كل تلك المفاهيم. Abstract: The concept of the blue economy has emerged as a new framework that seeks to guide the sustainable utilization of marine biodiversity in order to achieve economic growth, create job opportunities, and preseve the environnement. This new economy encompasses a wide range of sectors, including fisheries, aquaculture, maritime transports, ecotourism, marine renewable energy, marine mining, innovation and technology. This study seeks to shed light on this emerging concept and to identify the key components necessary for its implementation in order to enhance the protection of seas, oceans and their natural resources, and to utilize them in a sustainable manner. The aim is to achieve comprehensive development for both present and future generations, while mitigating environmental risks and resource scarcity, as well as identifying the sectors that support all these principles.
