Abstract: The authority originally competent for legislation is the legislative authority, and essentially, the executive authority has no role in legislation. However, through the Algerian Constitution, particularly the 2020 revision, and within the limits it stipulates, the right of the executive authority to intervene in the legislative domain of Parliament has been granted. This appears in the Head of State, who is constitutionally authorized under Article 142 to legislate by ordinances in normal circumstances and in cases specified exclusively.
