A Critical Reading Of The Decree Regulating The Practice Of Electronic Media In Algeria

Abstract
The emergence of concepts such as citizen journalists has redefined the dynamics of news production and dissemination, as individuals increasingly engage in the informal sharing of information through digital platforms. This transformation has prompted traditional media organizations to adapt by incorporating bloggers and social activists into content creation processes. Although these platforms contribute to broader audience engagement and faster information flow, they also raise critical concerns regarding the reliability and accuracy of the content shared. In contrast to citizen contributors, professional journalists operate within a legal and ethical framework, playing a central role in shaping public discourse. The contemporary media landscape thus faces the challenge of balancing the advantages of participatory digital media with the imperative of maintaining journalistic integrity. Media institutions are required to respond strategically, fostering innovation while preserving factual accuracy and public trust. Ensuring compliance with professional standards and legal regulations remains fundamental to safeguarding the credibility of journalism in the digital era. الملخص ان التحول الهائل في المجال الرقمي واستخدام منصات التواصل الاجتماعي كوسيلة رئيسية لنقل المعلومات قد أدى إلى ظهور مصطلحات جديدة مثل "الصحفي المواطن"، وهي تشير إلى الأفراد الذين ينشرون وينقلون المحتوى عبر هذه المنصات بشكل غير رسمي. هذا التطور دفع المؤسسات الإعلامية إلى تغيير استراتيجياتها لتشمل الاعتماد على هؤلاء المدونين والناشطين في بناء المحتوى. ومع ذلك، بينما توفر هذه المنصات الرقمية مزايا كبيرة من حيث الوصول والتفاعل، فإن إشكالية المصداقية تبقى موضع قلق، خاصة بالنسبة للصحفي المحترف. فهو ملتزم بقوانين وتشريعات تنظم عمله، ويتحمل مسؤولية كبيرة نظراً لتأثيره البالغ على الرأي العام لذلك، يظل التوازن بين استفادة المؤسسات الإعلامية من التطورات الرقمية وضمان مصداقية المعلومات المنشورة تحدياً أساسياً يتطلب اتباع معايير صارمة واحترام القوانين المنظمة لممارسة الصحافة والإعلام
