الملخص

For the study of relations between the Algerian beylical authorities and the Saharan South, we have chosen the case of Al-Aghwât, through the Rihla of Ibn Haṭṭâl al-Tilimsânî. And this for its wealth of geographical, economic, military, political, administrative and social information for use by the historian, sociologist and anthropologist. The Rihla is also a valuable mine on the life of the Bey Muhammad Ibn ‘Uthmân al-Kabîr, who liberated Oran in 1792, and on its author, Abû al-‘Abbâs Ahmad Ibn Haṭṭâl al-Tilimsânî, who died in 1804, and who was an adviser, writer, diplomat and fighter. Although he lived at the time of three successive beys of western Algeria: Muhammad Bey al-Kabîr, his son ‘Uthmân, and al-Bey Mustafâ b. ‘Abdullâh al-‘Ajamî, his name was associated with the Bey Muhammad b. ‘Uthmân because of this Rihla, which was, in reality, a military mission to assert beylical authority while collecting taxes, from Mascara to Laghouat. The Rihla, reported by Ibn Haṭṭâl at the request of the bey Muhammad al-Kabîr, refers to the situation in Algeria at the end of the 18th century and the beginning of the 19th century; it sheds light on the relationship between the beylical authority in the West and the Saharan regions, and on the nature of governance and the type of administration that applied there. Our problem is as follows: why this Rihla at this particular time? What were its aims and historical value? These questions imply others: what was the reality of relations between the beylical authority and the regions of the South through Ibn Haṭṭâl’s journey? To what extent did the Bey of the West succeed in imposing his authority over the regions of the South, in particular the region of Al-Aghwât? Was the failure of this attempt due to a deficit in the beylical administration and the decline of its authority, or to the situation in the region of Al-Aghwât? We hope that the Rihla will provide some answers to these questions.
